The investigation of this particular point may best be divided under three convenient heads: first, the property private, municipal, and government in the ceded territory and the effect of the treaty and the cession upon it ; second, the inhabitants, their allegiance and poli tical rights, and the influence of the change of conditions upon their status ; and lastly, the government existing in the new lands at the time of the cession, and the effect of the transfer of ownership, as enforced by the treaty, upon it.
