Nor could better means have been devised so to enlighten his countrymen that they might see through the thin veil of policy by which, in the representative system, ambition too frequently seeks to conceal its aims, objects, and ends. We have already alluded to the admission of M. Seabra to a share in the administration in the year 1771, and to the variety of speculations which it occasioned. The sub- sequent fate of this unfortunate man is still often the subject of conversation and argument in Portugal.
