The Mayor was naturally led to this conclusion by the reported figures. Had he read the contexts of the reports he would have learned that the registered number is not the proper 10 standard of comparison, because that number was much too large prior to 1883, owing to duplicated enrollments caused by trans- fers from school to school during the year, which swelled the total improperly. This has been guarded against since ; hence came the diminished total.
