At first, the tendency was to select any capable schoolman available, with little regard for his qualifications for the special work, but later appointees, either as directors or assistants, have been young men or women specially trained in statistical methods and in educational measurements. The director, almost without exception, is responsible directly to the superintendent and under his immediate control. The salaries paid range from $1, 100 to $6, 000, (median of 13 cases $2, 700).

No attempt has been made to list cities in which research work is being carried on without formal organization, because of the im- possibility, both of making the list at all complete and of distinguish- ing between a mere incidental use of tests once from idle curiosity and their persistent, intelligent use, year after year, for worthy ends.
