I have withheld this message to the close of the constitu- tional limit for the return of the accompanying act, in the hope that the General Assembly would pass a supplemental bill which I understand has been introduced into both houses, and which, had it become a law, would have so modified my objections to it as to have induced me to give it my approval, rather than to resort, in a case involving only personal opinion, to the extraordinary power which the constitution confers upon an executive, and which should be invoked only with the greatest care and upon the strongest conviction that the public good demands it.
