Under Cleveland's first administration the Republicans had the Senate, and although the Democrats passed the Mill...s bill in the House they could not put their free trade theory in operation because it was blocked by a Republican Senate. It is a significant fact that for nineteen years previous to Cleveland's last administration there was an average surplus in the United States treasury of $68, 000, 000 and that as soon as the Wilson tariff law went into effect this surplus of $68, 000, 000 was wiped out and a deficit of $47, 000, 000 was created.
In addition to this Cleveland had to issue bonds to the amount of $262, 000, 000 to keep the machinery of the government in oper- ation.
