Inspector Byrnes changed this completely by establishing a detective headquar- ters in the Stock Kxchange building, which was connected by telephone with every liank and banking house in the district, and now, as the result of his relentless and persistent warfare, any criminal known to the police who may be found in the district below Fulton street is at once seized and compelled to account for himself, and it has been stated that if such a character ever wished to visit Wall street, even on legitimate business, he was obliged to secure permission from the police depart- ment, and was only allowed to transact his errand- under the escort of a police officer.
