House ever had devolved upon him a responsibility so great or a duty so arduous as were thrown upon Garfield by the extra session of Congress, in 1879, called within three weeks after the adjournment of the regular session, on the 4th of March, which left the Executive and Legislative branches of the Government in a deadlock of un- yielding antagonism, and all the branches of the Government without the supplies essential to their maintenance. In fact, it may be said that no such exigency was ever before presented to any leader of the House.
