So you see that this makeshift legislation, which I am not criticizing and which I think was necessary during the war, will avail us noth- ing toward attaining the desired end, and in all probability soon after the close of the war we will again be face to face with the same problem, but we will at least have accomplished one bene- ficial result, for we will have demonstrated once for all that a merchant marine cannot be built up by a free ship plan.
