The great railroad systems are simply tools for land transportation. It is only by the use of these great tools and by great com- binations of smaller tools that the element of human labor has been so largely elimi- nated from the cost of production and the extraordinary accomplishments of the new epoch made possible. Though the manufac- ture of power gives practically unlimited power where and when we need it, the cost of the machines to manufacture and use that power must be in some measure pro- CAPITAL 33 portionate to its amount ; but the larger the tool or the greater the combination of smaller tools, the less the amount of human labor re- quired to direct these tools in proportion to the power which they develop or use.
