The possession of the Comptrollership by the Reformers was a fatal embarrassment to the " Ring. " It involved a publici- t...y of all the expenditures of the departments ; and was a re- straint on those expenditures. It created doubt and dismay in all their action. It was an obstacle to such modes of raising money as had brought the charter through in 1870 ; and to the hope of reimbursing advances for such purposes. It protected the records on which all civil and criminal actions must be founded, from such destruction as was attempted in the burn- ing of the vouchers. Every investigation, including that of 44 Mr. Booth's committee, were fruits of that possession.
