It is hereby made the duty of the board of regents of nor- mal schools to limit the number of teachers and their compen- sation, and all other annual expenses thereof, to the amount appropriated by the legislature for that purpose; and all ex- penditures made by said board, in excess of the sums so appro- priated, are hereby declared to be unlawful and void, and shall be deemed a malfeasance on the part of said board, for which the members thereof can be removed from office by the Gov- ernor; p...rovided, that this section shall not be construed to apply to the members of the State Board of Education. All members of the board of regents of the state normal schools serving at the time of the passage of this act shall con- tinue to hold their respective offices as such members until the first Monday in July, 1907, at which time the office of said members shall become vacant. [Laws, 1907. ] ^ 323. Pupils of Normal Schools and Chartered Institutions to Receive Piplomas.
