If that instrument is to be so construed as to prevent us from taking the course which the dilemma already presented re- quired us to take, then the history of the American Republic has been nothing but a violation of the principles of that in- strument from the beginning. Women and children and slaves were not permitted to exercise any political control at the time that the Declaration of Independence was signed.
