Whether this fifteen years' purchase was chosen as the fair average market rate or not cannot be said. The clauses relating to compensa- tion in the original Bill l are somewhat obscure, and there is no clause in the Bill corresponding to section 10 of the Act, which enacts that "All licences now existing shall, after fifteen years from the passing hereof, not be renewed as a matter of course, but the same shall thereafter be renewed or not at the discretion of the Licensing Bench ; and any lic...ence granted after the passing hereof for premises not pre- viously licensed shall be for one year only, and shall be renewed or not, entirely at the discretion of the Licensing Bench, and no such renewal shall be held to be a matter of course.
