(II. ) It is inequit- able, because it involves a State subsidy for a voluntary scheme. (HI. ) By this means deferred annuities could be bought for 20 per cent, less than they could be from Friendly Societies. Consequently, if the scheme were adopted, Friendly Societies would be very materially injured, and would be prevented from ever undertaking superannuation business. Mr. Brabrook considers that Mr Mr. Chamberlain's scheme of State co-operation with ] Friendly Societies might possibly bring... about the de- sired inducement to members of Friendly Societies to provide for their old age ; but at the same time he states that Friendly Societies, as a whole, are opposed to any such scheme of State pensions. Canon Blackley ex- Canon presses approval of Mr. Chamberlain's schemes so far as ac ey they go, but chiefly as a step towards a compulsory insurance scheme. The voluntary plan would, however, undoubtedly have immediate good effects, although they would be limited in extent. Co-operation with the Friendly Societies would be very desirable if it were possible, but in this case the Friendly Societies would have to be absolutely actuarially sound, which few of them are, although most of the large ones are practically so.
