Yet the prime function of State intervention is the education of those who by their circumstances are cut off from voluntary help. Leave to bring in a Bill to establish a system of national education was refused to Mr. Borthwick on June ist, 1837, and on June agth Lord Brougham felt compelled to abandon his 80 National Education from 1833 to 1870.
