Clearly such a city would have a low per capita construction record. On the other hand, cities that grew with such unparalleled rapidity as did those of the far west from 1900 to 1910 required for a time a much greater per capita expenditure than they could over a long term of years.
Range of Avekage Values There is a great range in the annual average value of the new construction undertaken for each person in the population of these cities.
