Speaking of thereductions made in freight rates in the State of New York, he says: "Hadthe rate of 1870 been charged on the tariff of 1883 the sum would havebeen at 1. 7016 cents on 9, 286, 216, 628 tons, carried one mile, $158, 014, 262; the actual charge was $83, 464, 919, making a difference of$74, 549, 343 saved on one year's traffic on the lines reported in NewYork. " It either did not occur to Mr. Atkinson, or, if it did occur tohim, he failed to mention it, that these freight reductions were forcedupon the railroads chiefly by water competition, and that if therailroad companies had not saved these seventy-four million dollars forthe people, the canal lines, always subject to competition, would havesaved a large part of it.
