In North Dakota, for instance, the Constitutio...n says : " Neither the State nor any county, city, township, town, school district or any other political subdivision shall loan, or give its credit, or make donations to or in aid of any individual, association, or corporation, except for necessary support of the poor, nor subscribe to or become the owner of the capital stock of any association, nor shall the State engage in any work of internal improvement unless author- ized by a two-thirds vote of the people." ** The Constitution of Tennessee says : " The credit of no county, city or town shall be given or loaned to or in aid of any person, company, association, or corporation except upon an election to be held by the qualified voters of such county, city or town and the assent of three-fourths of the votes cast at said election," etc." And in Nebraska the Constitution says : " No city, county, town, precinct, municipality or other subdivision of the State shall ever make donations to any railroad or other work of internal improvement unless a proposition so to do shall have been first submitted to the qualified electors thereof at an election by authority of law," etc.** The compiled statutes of Maryland,** North Carolina," "Art.
