Judging from them and from some variety of le...tters written by Washington correspondents, it was evident that the attitude of the adminis- tration, that is to say, of President Pierce and his cabinet advisers, was frequently a matter of serious doubt and grave question. In brief, the mere proposal of the Dixon amendment helped markedly toward a reopening of the question of slavery extension. That, it appeared, was the real issue of the day. It is at this point in the consideration that the figure of Colonel Philip Phillips of Alabama should be brought into view.
