" The statement is also made that General Smith has sought to relieve himself of the censure which . This chapter therefore may fairly be considered to be his (Smith s) side of the case, and the evidence does not sat isfactorily sustain his view of it, because it is not as full as is desirable. The entire record ought to be published, and the responsibility for the delay would then rest where it belongs.
