In such cases wooden plates or shims must be placed between the rail and the tie to bring the rail up to proper surface. In some very bad cases, or in accidents, blocking must be used under the ties, but this should be avoided when possible, and the foreman must see that this blocking is not forgotten and left in place, but that it is taken out when the shims are re- moved or when the ballast has dried out suffi- ciently to give the track a proper bearing.
