It would shock a tender mind, if imagination could paint the miseries to which the bulk of the inhabitants of this kingdom are constantly exposed by the slightest reverse of fortune ; by a single bad season; byan accidental loss; by an occasional disease, or worn down by the gradual decay of nature. Let us now fairly estimate the sufficiency of the resources at pre- sent subsisting for their relief. Our eyes will naturally be turned first to the landed gentlemen, who derive their wealth and importance from the labour of these men.
