" The next paragraph but one ; " It (the burden of the war) did not fall upon the national treasuries; it did not fall upon the instruments of adminis- tration ; it did not fall upon the resources of the nations." The next paragraph but one : " There is a great deal of harmony to be got out of com- mon knowledge.
