Sir, it is with a view to the attempting to obtain the aid of this last ar- gument in favour of India as the exporting country, that I con- clude my learned friend has brought forward the population of India in such an anomalous state of relation to this country, as to en- title him to contend for all sorts of rights whether foreign or native, and however undefined in their application. But my learned friend surely cannot forget, that the right of carrying trade, and exporting the produce of a ...country in the ships of a country, is not one con- ceded as a favour to a foreign state, but which arises out of the relation of foreign and the independent claims belonging to that relation, which you cannot refuse, and the effect of which, there- fore, you counteract by duties, amounting oftentimes to prohibi- tions, and at all times by regulations affording protection and pre- ference to your own. And from this state of India, my learned friend claims all the privileges of protection of a colon}', without the restrictions usually imposed on colonies, and at the same time the benefit of all the rights of a foreign state.
