Under its provisions, estates which fell into arrears were sold by public auction.
This was the condition of Birbhum when Rich- mond Thackeray took charge of it in 1 803. One of the questions he had to deal with was the subdivision of his vast frontier jurisdiction — far too large for eflfective control by a single chief.
