The awards of Arbitration Boards, therefore, in regard to future wages outside of special contracts, whatever minor sphere of usefulness they may have, cannot be put into any conceivable form of legal obligation, were it even desirable that they shou...ld be, which no one can say it is. This result would be too near an ap- proach to the old system of fixing rates of wages by statute to be favourably entertained in the interest of the working classes themselves.
The question of wages has been knocked about so much by Unionists, from pillar to post and from post to pillar, that it is going round in a circle and has now arrived at a proposal of arbitration which, if it could have any avail, would differ in nothing from the long discarded system under which the rate of wages and the rate of profits were fixed by law, or by the public authorities of the day and the place.
