I explained that hereafter theGovernment would endeavor to pay them their annuities at placesmost convenient for them, but that on the occasion of making atreaty it was desirable that the several Chiefs and their principalhead men should meet together to talk over the matter, so that allmight feel that they had been consulted as to the terms of theagreement.
