II. To secure the ends of discipline we must carry with us the consciences not only of our own church but of other churches, and of fair-minded people of the world. Any action that seems to savor of needless severity, even if lawful, is not expedient, unless vital interests are clearly at stake. We ought to have grounds for discipline, in a case like the present, that cannot be candid- ly questioned before we exercise it, otherwise reaction and disaster will inevitably follow.
