Roughly speaking, Sir George Paish calculates the wealth and income of Great Britain was doubling every thirty years. But it was not being fairly distributed. The income of the income tax payer had increased by more than 200 millions in ten years. Now the income tax payers with their families number only some five or six millions, that is about an eighth of the population and they enjoyed about half the income of the country.
On the other hand, about one third of the people had not a sufficient

And between them stood the mass of the employed working classes, more or less skilled, not only receiving an inadequate share of the good things of this life, but perfectly aware of this fact and determined to alter it.
This was the position in 1906, when the Liberal Party got the power into their hands. No party in the State 262 THE TEIUMPH OF FREE TRADE defended it. It demanded a remedy, and every party in the State had its remedy to propose.
