Whilst Parliament was ...busy tampering with the union settlement, the Government allowed the liberties of the country to be placed in jeopardy, with a callousness that looked like studied neglect, f True, they assembled a fleet in an incredibly short time, after the full extent of the plot was made patent to them ; but to depend solely on the chance of a naval engagement with an enemy whose armament was by no means despicable, revealed a singularly- childlike trust in Providence. Well might Marlborough raise his hands in amazement, as he heard the news of the nation's miraculous escape.
