The same being also requested by others at the same time, Mr. Cowan proceeded, by observing that much had been said upon the subject already. It was a question of great importance, and the great attention which had been given by the committee, was a proof of the talents of the speakers. He confessed that he had no such claim, but came forward on another ground.
