In response to President Wilson's request that the Sen- ate approve provisional appointment of an American repre- sentative on the reparations commission to be created under the Peace Treaty, the foreign relations committee of the Senate adopted a resolution declaring that until the Treaty was ratified, "no power exists" to carry out its provisions, an objection well taken, in view of subsequent developments.
