To each of these purposes the new President appliedhimself with characteristic vigor.

Duringthree administrations, eighteen actions had been brought by theGovernment for its enforcement. At the opening of the twentiethcentury it was a grave question whether the Sherman law was ofany real efficacy in preventing the evils that arose fromunregulated combination in business. A decision of the UnitedStates Supreme Court, rendered in 1895 in the so-called Knightcase, against the American Sugar Refining Company, had, in thegeneral belief, taken the teeth out of the Sherman law.
