When Roosevelt became President, there were three directions inwhich energy needed to be applied to the solution of the trustproblem: in the more vigorous enforcement of the laws already onthe statute books; in the enactment of necessary new laws onvarious phases of the subject; and in the arousing of anintelligent and militant public opinion in relation to the wholequestion. To each of these purposes the new President appliedhimself with characteristic vigor.

...had already been on the Federalstatute books for eleven years, forbade "combinations inrestraint of trade" in the field of interstate commerce. Duringthree administrations, eighteen actions had been brought by theGovernment for its enforcement. At the opening of the twentiethcentury it was a grave question whether the Sherman law was ofany real efficacy in preventing the evils that arose fromunregulated combination in business. A decision of the UnitedStates Supreme Court, rendered in 1895 in the so-called Knightcase, against the American Sugar Refining Company, had, in thegeneral belief, taken the teeth out of the Sherman law.
