Nor, so long as men remain in the hunter state, does this embryo monarchy admit of any enlargement, beyond a recog- nition of his superior authority, which some chieftain more energetic than his neighbors may obtain firom a number of neighboring clans, which are thus united into a confederacy, of which he is acknowledged as the head.
