Section 15. The said city electrician shall have the right, and it is made his duty, to prescribe from time to time, reasonable rules and regulations for carrying out and enforcing the provisions of this chapter, such rules and regulations to be approved by the mayor and city council, and shall have the right to enforce the same as well as the provisions of this chapter.
