Even supposing that the Peace Treaty assigned Alsace-Lorraine to France, she would no longer have the strength to assimilate these German provinces : so enfeebled at the very core has France already become.
As a result of this downfall of France, all the problems on our western frontier take on a com- pletely altered aspect. Among them, the problem of Belgium. It would, of course, be impolitic and WORLD-REVOLUTION 81 irresponsible to settle the future peace with France solely in accordance with the friendly hope that, by meeting her in a spirit of accommodation, Ger- many might win the friendship of France.
