Mr. Traficant. Any reason why you did not submit that or par- ticipate at that time?
Dr. Fleming. There appeared to have been a conflict of interests. We had the members of the Ohio congressional delegation pushing for the development of the national museum at Wilberforce; there seems to have been some conflict as to whether or not the museum at Wilberforce would become the nationsil museum or whether there would be a national museum on the Mall here in Washing- ton.
