In fact the whole concern, the old and the new States, would have no cement, no bond of Union, that might not be blown into atoms at any mo- ment ; and any general or central government would be a mere tenantat will, which one of the owners might put off without even so much warning as a road hand is en- litled to have before he can be compelled to work or pay the forfeiture! Who would want to Ut« in such a government, or pretence of a government, as that would be ?
