463] English Colonies of North America. 31 make a survey of the " lands of every free inhabitant there and enter the same on a book," a copy of which was to be given to the Greneral Court, All sales and grants in the future... were to be dealt with in the same way, and " this assurance of lands," as it was called, was extended the next year to such as were not freemen, but had taken their oaths respectively. ^ At the meeting of the General Court held the 14th May, 1634, the representative system^ was introduced, the plantation or town being adopted as the basis. The jury system was introduced, and taxes were to be in the future levied on real and personal estate and not " according to the number of his persons."^ The Greneral Court at the same time that it passed the order for a standing council, devised a system for the future settlement of plantations.
