But as time went on the officials of the union resolved, as it seemed, to acquire practical domination over the whole industry, and things reached such a pass that the employers were at last expected to take on no man who could not produce a certificate showing that he had been approved by the union. Rather than have trouble several em- ployers accepted the requirement, and engaged 79 80 PLATEGLASS BEVELLERS men only through the union; but others firmly resisted the innovation, and it looked as if opportunity were being watched to compel them to surrender.
