It is provided by Article 1, Subdivision 1, that "no member of this Slate shall be dis- franchised, or deprived of any of the rights or privileges secured to any citizen thereof, unless by the law of the land, and the judg- ment of his peers." Article 11, section 1, provides "^at every male citizen of the .age of twenty-one, who shall have been a citizen for tea days, and an inhabitant of the State one year next preced- ing an election, and for the last four months a resident of the county where he may oiler his vote, shall be entitled to vote at such election, in the election district of which he shall at the time be a resident, and not else- where, for all officers that now are or here- after may be elected by the people ; but such citizen shall have been for thirty days next preceding the election, a resident of the dis- trict from which the ofricer is to be chosen for whom he otters his vote." Section o, of the same article, provides, that "'for the purpose of voting no person shall be deemed to have gained or lost a resi- dence, by reason of his presence or absence, ■while employed in the service of the United States," &c.
