The questions raised by them, urged at first by the consuls for their respective governments before the military authorities at New Orleans, and afterward by their ministers at Washing- ton before the General Government had become so numerous and required so much and so careful attention from the Secre- tary of State that he found it impossible to attend to them there, and also thought the foreign relations of the Government greatly endangered by the course they took.
