The Parliamentary returns show that the number of con- victions and imprisonments for crime in England and Wales amounts to about 100,000 in the year, out of which more than three-fourths are for short terms, ranging from ten days to three months ; so that, in the vast majority of cases under the present system of criminal jurisprudence, it is admitted by its most intelligent and able advocate, the Separate System, as a reformatory or deterring agent, entirely fails of success.
