The associations control the amount of water released from the projects and the amount of water delivered to each water user. This task is usually accomplished by means of a "ditch rider" or dam tender who is employed by the respective associations, and whose responsibility is to see that the appropriate amounts of water are measured and delivered.
Although payments under the water user contracts are purportedly based upon water delivered, few of the associations furnish the board with informat...ion as to who is using project water and how much water is being delivered. In the few instances where the board is provided such information, it is incomplete and is not used by the board. The informa- tion is incomplete to the extent that it does not reflect a measurement -42- of all water delivered from the projects. In addition, the board does not compare the amount of water reported as being delivered with the amounts contracted and paid for by the users. The users are billed for additional water only when the associations advise the board of the fact that additional water was delivered.
