South Carolina accompanied her accession to the Union with the following resolution: "This convention doth also declare that no section or paragraph of the said Constitution warrants a con- struction that the States do not retain every power not expressly relinquished by them, and vested in the general government of the Union. " Virginia announced with her ratification that the powers granted under the Constitution, being derived from the States, might be reassumed by them whenever the same shall be perverted to their injury and oppres- M sion, '" and further shielded the rights of the States by declaring that "every power not delegated remains with the States, and at their will.
