For the entrance into Chicago, the Illinois Central requested a route along the south branch of the Chicago River. Lake Michi- gan had been eating away the shoreline south of Randolph Street and a severe storm caused further damage while the rail- road and the city were negotiat- ing. Chicago's population was only 30, 000, and the city could not afford to maintain its shore- line. The City Council gave the Illinois Central a lake front en- trance, instead of the route it had requested, and required the railroad to build a breakwater and assume all further expenses required to protect the shore- line.
