29 of the Treaty of Berlin was published by me in a Roman newspaper, the Tribiina, on September 22nd. 1915. This is indeed a theory, but Count Lutzow could not hope that it would be accept- ed either by me or by the public. It has met with no better success than the theory of the Scraps of paper. Count Lutzow says that Baron d'Aehrenthal had thought of the abolition of Art. 26 and of the modification of Art.
