"The Treasurer, in segregating the money he receives, must keep the amounts received for special load taxes in different funds, 48 "Warrants drawn by the Auditor on the Treasurer are made payable to the person to whom they are issued. After a warrant has been indorsed by the per- son to whom it is issued, anyone holding it can collect the money,... 44 If the county is out of debt, the Treasurer will pay county warrants when they are presented to him, provided there is money enough on hand in the fnnd upon which they are drawn.
If there are any warrants outstanding, however, a newly-issued warrant cannot be paid until all outstanding warrants have been redeemed ; that is, the Treasurer is required to pay warrants in the order in which they are issued by the Auditor. To enable him to do this, and as a matter of safety and convenience, all warrants are consecutively numbered.
