Saginaw Valley. Here is a smallish river flowing into a bay of Lake Huron. Two considerable cities are located on the river near the bay. Originally saw-mill towns in cut-over country, the towns are now manufacturing, and the surrounding country is dominantly in farms.
Sugar beets are a major product of the farms, and the sugar plants discharge their wastes into the river. Along with creamery and tannery wastes, and byproducts from a big chemical plant, these wastes go downstream to the distress of the people in the cities, who depend on the river for their domestic water supplies.
